Results of GISMAECR work in 2021 and further plans

It should be recalled that open training competitions are announced annually on the platform:

• the system's analysts are «methods for collecting, analyzing and describing conflicts for GISMAOVK analysts» and a three-day offline course «new tools for Conflict Analysis and monitoring, international practice of early detection, response and Prevention of conflicts»;
• system intermediaries – «Mediation. Basic course» (90 hours) and the subsequent Organization for graduates of this course of an already specialized course «Negotiations, mediation, facilitation of dialogue to resolve problematic issues and conflicts» (40 hours).

Also on the platform of action is a permanent expert council and a council of NGOs from among competent and politically unbiased members of the Advisory Council on social unity to vote on the priorities of situations that are referred to as problems and conflicts and should be primarily included in the work of the system's intermediaries.

Thus, today 91 people (62 women and 29 men) are involved and work on the platform. In 2021, the platform expanded its work to Zaporizhia region). Thus on the GISMAOVK platform everything works:

• analysts — 41 representatives, of which 12 (W — 8, H — 4) – from Luhansk, 16 (W — 11, h — 5 ) – from Donetsk and 13 (W — 10, H — 3) — from Zaporozhye regions of Ukraine.
• intermediaries — 36 people (27 — women and 9 men), including representatives of the Donetsk Region – 9 people (W — 9, h – 0 ), Luhansk-14 people (W — 8, H — 6 ) and Zaporozhye-13 people (W-10, H-3).
• 14 advisers and experts (6 — women and 8 – Men, 7 – from Donetsk and 8 – from Luhansk regions).

Expert advisors have a separate web platform http://advisers.ndo.lg.ua/ where you can submit any documents and suggestions for discussion and for receiving analytical conclusions, advice and advice.  

For 2 years of operation of the GISMAOVK system since its creation, the platform has received 546 messages, 431 messages from local analysts of the system and 115 messages from free users. A total of 546 messages from 3 regions, of which 227 concerned the Luhansk region, 275-Donetsk and 44 – Zaporozhye regions. 147 conflicts have been tested for media compatibility and mapped publicly on the platform, of which 44.2 percent are currently being resolved, 30.2 percent are in the process of being resolved, and 25.6 percent remain relevant.

According to the observations of GISMAOVK analysts, the most problematic areas are still housing and communal property management, ecology, architecture and urban planning. About 60 percent of conflicts where the party to the conflict is an authority.

As of 01.12.2021, the map of the web resource contains 155 problems that can potentially develop into conflicts that are being monitored analytically.

Intermediaries of the GISMAOVC system in 2021 analyzed priority 86 conflict cases based on the results of voting. On which 80 expert opinions were prepared, 42 dialogue events and 20 expert meetings were held, which were attended by 463 people (158 men and 304 women) and of which 87 conflicts were resolved. Since the special feature of GISMAOVC's activities is group work and group dialogue activities, about 80 percent of the members of the entire GISMAOVC network of intermediaries were involved in the work on these conflict cases.

It should be noted that in 2021 we have a significant legislative basis for organizing work on mediation — mediators and facilitators of dialogue, and GISMAOV experts took part in public discussions of these regulatory legal acts, namely:

• Law of Ukraine «on mediation» (No. 3504) from 16.11.2021
• Decree of the president of Ukraine on the national strategy for promoting the development of civil society in Ukraine for 2021-2026 (introduction of tools into the activities of state authorities and local self-government bodies dialogas an approach to solving sensitive issues, resolving conflicts, etc.);
• Order of the Cabinet of Ministers of Ukraine «strategy for the integration of Internally Displaced Persons and implementation of medium-term solutions for internal displacement for the period up to 2024» (conducting a cycle of national cultural eventsdialogsocial cohesion, barrier-free and multifunctional cultural space; strengthening interregional cooperation, implementing programs and activities for young people aimed at promoting social cohesion, strengthening national unity and a culture of peace through thematic events within the framework of dialogU and joint actions);
• Order of the Cabinet of Ministers of Ukraine "Economic development strategy of Donetsk and Luhansk regions for the period up to 2030"«4.2.7. event-development of effective governance in the communities of Donetsk and Luhansk regions (introduction of various forms of direct democracy in communities (public discussions, public initiatives, appeals and requests from citizens, electronic petitions, advisory bodies, dialogові platforms, etc.). The use of the participation budget as an instrument of direct democracy will facilitate the participation of citizens in decision-making on the allocation of budget funds).
Therefore, the work of all specialists of the GISMAOVC system (analysts, advisers and experts, intermediaries) is quite relevant at the present time due to the uniqueness of the experiment organized and polished for 2019-2021 to create the GISMAOVC system within the framework of the UN program for the restoration and development of peace.

In general, the system met expectations and deserves further implementation in all regions of Ukraine.This fact has already been confirmed by representatives of executive authorities and local self-government bodies, who got acquainted with the results of the work of GISMAOVK at the so far only public conference of GISMAOVK Partners, which was held on December 3-6 under the title: «Do communities need dialogue and how to work professionally with conflicts: the experience of GISMAOVK specialists and partners» in Svyatogorsk.

As a result of the conference, positive feedback on the activities of GISMAOVC was generally received from the High School participants of the event – these are 136 participants of the conference. Among them were representatives of the authorities of the Luhansk region – 5 people from the Milovsky, Novoaydarsky, Severodonetsk territorial communities, 5 representatives of the Luhansk regional state administration and the Ministry of reintegration and occupied territories of Ukraine, and representatives of the authorities of the communities of the Donetsk Region — 3 people from the Mangush and Toretsky tergromads, 63 representatives of public organizations of the Luhansk region and 40 — Donetsk and 19 – Zaporozhye regions.

It should be noted that public organizations and their representatives who have professional mediation skills and practice working in the GISMAOVK system in the eastern regions of Ukraine are gradually joining the community of practitioners and its special organized platform http://mediators.dialog-ua.org/. And now their number should increase by practitioners from the Zaporozhye region, following the results of work on the implementation of GISMAOVK in the Zaporozhye region. But so far, in addition to supporting the system, the NGO «Prostir Foundation „has introduced a separate project and its competition “partner communities for cooperation in creating mechanisms for interaction with GISMAOVC specialists» therefore, hurry up to submit your communities to participate in this interesting and useful tool.
