The activities of GISMAECR are in line with the action plans for the implementation of UN Security Council Resolution 1325 "Women, Peace, Security"

This is the second national action plan, approved in our country. The first plan was for the period 2016-2020, so Lugansk region already has a lot of experience in this field. Coordinator at the regional level in the implementation of resolution 1325 in the Luhansk region, the Department of social protection of the population of Luhansk regional state administration.

Work on the new Regional action plan in Luhansk oblast began in November 2020.

So, in November-December there were five seminars and workshops, as well as the meeting of the «round table» with participation of the specialists and public organizations in Luhansk region. In the course of these events was considered the mechanism for the effective development of the plan, taking into account the interests of all vulnerable groups and developed proposals to the draft Regional plan of action.

During one of such measures was proposed at the Regional coordinating Council Working group, which would be involved in the development and implementation of the Regional action plan 1325. In December, we brought the issue of establishing a Working group meeting of the Regional coordinating Council. This initiative was supported, and in January by order of the Department of social protection of the population of the regional state administration approved the composition of the Working group and position. Now the Working group is composed of
37 women and men, of which 12 are members of the public and international organizations.

In January, I had formed the project of the Regional plan of action, which has twice the members of the Working group and the connecting structures received for consideration and provision of suggestions and comments. To date, the draft plan included:

• part of the activities of the National plan of action where the performers identified regional state administration and local authorities;
• the suggestions made by the members of the coalition «Luhansk region. Women. The world. Security», mobilzation communities, representatives of public organizations;
• the proposals developed during seminars, workshops, meetings, «round table» held in February-December 2020.

The project plan consists of a 5-year strategic goals and 13 operational objectives; includes 18 jobs and 73 of the event. The draft plan is very versatile and involves, first and foremost, in the sphere of security and defense, health care, social support, public law and order. In this regard, the number of subcontractors is also very wide.

So, to implement the draft plan envisages attracting 30 different agencies, including the departments and offices of the regional state administration and its staff, law enforcement agencies, the structure of the sector of security and defence, social institutions, territorial divisions of Central bodies of Executive power. The number of subcontractors included the district state administration, urban, rural, village councils, civil-military administration of the region, as well as the public and international organizations.

The system has established itself as a useful modern tool, and the experience of its activity are presented as positive for other in several public forums at various levels. This year the team plans GSMOK conference and the signing of Agreements on working with community conflicts with the team GSMOK, which consists of representatives of civil society, who have in-depth knowledge and skills of conflict resolution and peaceful methods of solution.

For 2021 is planned for teaching mixed groups of representatives of the social sphere and inclusive public advisors for academic programs for the study of conflict and zastosuvannya various methods of conflict resolution in communities and «inclusive public School counselor», learning blocks which themes are associated with the transformation of conflicts, gender and antidiscriminazioni aspects. Following the exercise, it is planned to develop and implement initiatives in these areas. And this is planned UNDP jointly with the Department of social protection of the population and GS «Association of organizations of persons with invalidnosti» work fits under paragraph 4.4. Therefore, put forward a proposal narrative paragraph:

«Exercises for professionals and fagin responsible for information support and public relations of the regional state administration, district administrations, local authorities, civil-military administrations of territorial communities, the institutions of the security sector and defense, law enforcement and relevant public institutions.»

The United Nations programme for reconstruction and development the world in the direction of increasing the level of social cohesion is supported by a network of «Ambassadors of peace», the active members of which have created a public organization OO «Ambassadors of peace» (ndo.lg.ua/places/merezha-ambasadoriv-myru; ndo.lg.ua/places/news/497

ndo.lg.ua/places/news/484) and «Laboratory Development Luhansk» (http://ndo.lg.ua/places/news/484), and doing interesting educational events under the title «Laboratory ambassadors of peace: „the transformation of the conflict“ and „Laboratory of tolerance“, mainly for young people, students and teachers of educational institutions of different levels, leaders of the youth coworker, spaces, youth debate studios and all interested adults from chila teachers and parents of students. »Outreach efforts among the applicants of the educational institutions of General secondary, professional Paradiso and professional (vocational) and higher education on the course of action in terms of conflicts and emergencies (fire, aggravation of fighting, technological accidents, etc.)"

• about 8.3project document for a Regional plan:

«The development and revision of the target regional and local programs for accounting, prevention and response to emergency and dangerous situations from a gender-oriented approach, in particular, take account of the needs of various categories of the population (people with disabilities, internally displaced persons, the elderly, pregnant women, women with young children other categories) to appropriate funding».

Present at the meeting, there have been many other interesting proposals, among them many speeches of the representatives of the public and UN Women. In particular, it was noted that a lot of business done by the Working groups on security and social Showerpanel that ever was created in the framework of the UN recovery and peacebuilding, and now work effectively and work in communities and deserve to replicate.

At the meeting it was noted that the analysis of local, regional and national policies and guidance on the use of certain analytical research, tools and suggestions dealt with by the Advisory Council on social cohesion in the United Nations recovery and peace-building, which consists of community leaders, analysts, which also helps with the development, coordination and implementation of annual work plans.

Therefore, it was proposed to add to the performers, the Advisory Council on social cohesion in the United Nations recovery and peacebuilding and to use analytical tool for further cooperation on the development and implementation of relevant projects and programs of local and regional units of the Executive branch.
