A dialogue meeting of GISMAECR mediators was held in Lisichansk

On June 22, 2021, a meeting of GISMAOVK intermediaries took place with the leadership of the Lysychansk city military-civil administration of the Severodonetsk District of the Luhansk region, the leadership of the Department of development, maintenance of the network of highways of the region, industry, transport and communications of the Luhansk regional state administration, the adviser to the patronage service of the chairman of the Luhansk regional state administration – the head of the military-civil administration of the Luhansk region — the chairman of the GS «Luhansk Association of organizations of persons with disabilities», the head of the NGO «world of life — support, care, protection», the director of KP LGS «Elektroavtotrans».

The meeting discussed problematic situations in the transport industry of the city of Lisichansk, which were replaced by the Geoinformation system for monitoring, analyzing, evaluating and resolving conflicts in the framework of working with problematic situations and conflicts, their relevance and current state, ways to solve them, namely:

• the problem of accessibility of Inclusive Transport in the city;
• the problem of unsatisfactory state of electric transport in the city;
• the problem of quality of Transportation on the Route Lisichansk — Severodonetsk.

During the meeting, the importance of creating an inclusive society that respects the rights of people with disabilities to fully participate in public life was stressed. We discussed the global nature of the problem of accessibility of Public Transport for low-mobility groups of the population for the city of Lysychansk and the Luhansk region as a whole, which requires a comprehensive approach to solving and supporting the state, and the need to work with carriers to equip buses to ensure the accessibility of Public Transport for people with disabilities and low-mobility groups of the population.

The management of the VCA in Lisichansk is taking all necessary measures to address the issues discussed in the field of public transport in the city, such as the development and approval of local programs aimed at stabilizing the situation. But, unfortunately, there are issues that are not regulated by law, and do not have a resolution mechanism today.

The Department of development and maintenance of the regional road network, industry, transport and communications of the Luhansk regional state administration proposed steps to resolve the situation with the quality of Transportation on the Route Lysychansk – Severodonetsk.

We agreed, together with the participants of the meeting, to continue working on the issues discussed in accordance with the structure of subordination of issues.

Authorized representatives of the Luhansk regional state administration expressed their readiness for further cooperation in a dialogue format on problematic issues in order to find common solutions with local authorities.

They also discussed the possibility of providing expert assistance within the framework of the network of intermediaries of GISMAOVC, in the formation of legal requests and other advisory and expert assistance.
