So, as a result of the discussion, it was found out that the problem of water supply in the village of Ilinovka on Sadovaya Street has already been solved. The problem concerned the fact that local water utilities are not regulated by the village council, which is only the customer of the service. Explanations were made with residents about the systems of subordination of municipal institutions and responsibility for the performance of work. Now there are no complaints from residents, water supply along the street has been restored.
Regarding the issue of garbage dumps in the villages of Ilinovskaya ah, as evidenced by the heads of the villages of Dovga Balka, Pleshcheyevka, Stepanovka and others, work is constantly being carried out to inform residents about signing individual contracts for garbage collection, but there is a certain number of residents who do not have contracts for garbage collection, and who organize spontaneous garbage dumps. These are systemic problems of almost all Starostinsky districts of the Ilinovskaya AH, which require a systematic pilkhod to solve.
Regarding the environmental issue of water conservation, the headman of the village of Stepanovka noted that work has already been carried out to clean up the lake, which was also polluted and destroyed by villagers, vacationers and fishermen.
Regarding the problematic situation regarding the lack of water supply in the village of Stepanovka, the headman and a representative of the housing and Utilities Department of the Ilinovsky village council noted that this issue concerns the restoration of a centralized water supply system in the village, which previously did not exist, and residents used individual wells. Now the restoration of the centralized water supply system has already begun, a water tower has been installed with the funding of a charitable foundation, but to date there has been no transfer of documents from the contractor, which may delay the launch of the centralized water supply system in the village.
Regarding the issue of accessibility of children to education due to transport obstacles, now this problem has been solved, and transportation from villages to school has been organized for children, taking into account the lesson schedule. As it turned out, the problem was the temporary non — fulfillment of conditions for high-quality fuel for buses, and for the period of establishing responsible and repairing buses for children, alternative vehicles were allocated-gazelles. Now the problem is solved.
Based on the results of the discussion of systemic problems in the village of Pleshcheyevka, it was found out that power outages exist as a result of proximity to the line of armed conflict, and exist as a result of temporary outages of the entire power supply line and for the period of repair work. Regarding the state of social institutions, thanks to the help of donors and international organizations, the problem has already been solved, and a paramedic station has been built, which is equipped with a toilet.
Also, the deputy chairman of the ilinovskaya AH community added that there is another problematic situation that is not reflected by the system, but to which it will be very appropriate to interact with the intermediaries of GISMAOVK for a solution, which concerns the possible closure of one of the schools of the Ilinovskaya AH.
As a result of the discussion, it was found out that most of the conflict and problematic situations in the villages of the Ilinovskaya AH were provoked by political separation between the population and local authorities, and provoked by anti-propaganda programs of individual political parties and platforms.
As a result of the joint discussion, the heads of village councils and representatives of the village council noted that it is dialogue and communication with the participation of neutral intermediaries of GISMAOVK that is a very important factor in effective interaction between society and the authorities and in many cases is a necessary element for establishing trust, responsibility, raising awareness of residents and relieving tension.
Agreements were reached and steps were planned for interaction between the authorities and the intermediaries of the GISMAOVC to involve the intermediaries of the GISMAOVC in solving certain problematic and conflict situations in the community.
