Discussion of the situation around the preservation and re-registration of the estate of the landowner A. Bantysh in the village of Prelesne, Cherkasy OTG, Donetsk region

The estate of landowner A. Bantysh is located in the village of Prelesnoye, Cherkasskoye village, Slavyansky district, Donetsk region. The estate in question is considered as a children's health resort «Prelesne» on the balance sheet of the production division «Limanskoe Territorial Administration» of the branch «Center for construction and installation works and operation of buildings and structures of JSC „Ukrainian railway“.

The participants discussed the response provided by the Department of property policy of JSC „Ukrainian railway“ and the Department of culture and tourism of the Donetsk regional state administration to the relevant requests of the Cherkasy village council of the Slavyansky District of Donetsk region, on the list of documents required for the transfer to the communal ownership of the village council of the property complex of the estate of landowner A. Bantysh.

Representatives of the balance holder of the production division „Limanskoe Territorial Administration“ of the branch „Center for construction and installation works and operation of buildings and structures“ of JSC „Ukrainian railway“ noted that they do not object to the transfer of the estate of landowner A. Bantysh to the balance of Cherkasy ah and this position is confirmed by the official response of the Department of property policy of JSC „Ukrainian railway“. At the same time, it was noted that the estate can only be transferred as an integral property complex and it is necessary to coordinate the board of JSC „Ukrzaliznytsya“ and the Ministry of infrastructure.

The parties agreed on the following steps for the preservation and re-registration of the estate of landowner A. Bantysh, namely, they decided:

— create a working group to support this issue from among those present, develop a draft regulation on the Working Group with the help of gismaovk intermediaries;

— conduct an expert meeting to understand the next steps and options for working with the public;

— prepare by the Cherkasy village council and the Department of culture and tourism of the Cherkasy village council the relevant documents for initiating the re-registration of the estate of landowner A. Bantysh in the village of Prelesne from state ownership (balance of the production division „Limanskoe Territorial Administration“ of the branch „Center for construction and installation works and operation of buildings and structures of JSC “Ukrainian railway») to the municipal property of the Cherkasy village council.

The participants of the dialogue meeting noted that the dialogue meeting itself was fruitful and constructive, and drew attention to the need for further involvement of GISMAOVC intermediaries in this process.

The dialogue meeting was held by gismaovc mediators within the framework of the UN programme for the restoration and development of peace.
